[Flac-dev] FLAC 1.1.4 installation problem

you don't say what your OS is, but it sound like you haven't
properly configured your OS's dynamic loader to be able to find
the flac shared library.

try this:
  env LD_LIBRARY_PATH=/location/of/libflac.so.8 flac
