Installation fails in doc/html/Makefile if doxygen is not available.

make: don't know how to make install-data-local. Stop in /usr/obj/flac-1.1.2beta/flac-1.1.2-beta/doc/html.

I guess automake inserts a reference to install-data-local, but
fails to provide it as a dummy target if FLaC__HAS_DOXYGEN is not
true.
