FLAC is missing alot of stuff, especially so with Ogg integration.

I'd like to upgrade it to using libogg2 as I did with Theora, where 
it's a compile-time option and complies for libogg1 by default, and 
therein fix some of the Ogg encapsulation issues I've read about.
