[Flac-dev] winamp 3 plugin / component

This is an issue with this win32 flac binaries release: flac-1.0.3-win.zip

I cannot seem to make the winamp3 plugin work with winamp3 release 3.0. 
Perhaps the winamp3 libraries it is compiled with are too old?
