it is wrapped in ogg.  there was a discussion on the vorbis
list about this.  what I settled on is that native FLAC has
a lot of advantages to it, and the Ogg overhead is small
enough not to really worry about.

I have checked in the first round of ogg support.  you can
use --ogg when encoding.  the decoder will decode ogg-FLAC
also except I first have to implement ogg autodetection.
I'll probably check that in today.  then the next step
will be some method of converting ogg-FLAC to native-FLAC
(and vice versa) without a full decode/encode cycle.

I have not tested the changes to configure.in though.
that's the part that always makes me cringe :)
