There's something wrong with the man page(s).

man/flac.1 is missing.  The build tries to generate it from flac.sgml,
but that requires docbook-to-man or docbook2man, which are hardly
standard Unix tools.

There is however a file man/man1/FLAC.1--note the capital letters--which
isn't referenced by any Makefile at all.
