[Flac-dev] FLAC 0.9 released

Subject says it all.  Visit the home page for all the info, but in
a nutshell:

- the winamp2 plugin has finally been fixed.
- there were some format changes (that break backwards compatibility).
  these should be the last.  the changes include a longer sync code.
  and a 16-bit frame CRC.
- more analysis options.
