[daala] V-Nova a new video codec 50% more efficient than hevc

principles underlying human vision."

Sounds very similar to claims made by Faroudja, EuclidIQ, and InterDigital
except that they  all claim similar savings with existing codecs.

This doesn't mean it couldn't be applied to Daala.
