  Log:
  initial import of the ogg multiplexing tools.
  
  at this point, we have only 'oggmerge' which creates
  degenerate mng-over-ogg files, and 'oggplay' which
  is a (non-working) SDL-based testbed player.
  
  These are intended to become general-purpose tools
  for handling the various ogg bitstream formats.
