[annodex-dev] more win32 goodness

Hi everyone,

I have added the missing projects for the win32 builds for liboggz,
libcmml and libannodex. I believe they are now complete, please let me
know if anyone thinks anything is missing. I have marked in the win32
readme files that the VC6 projects are no longer being supported and
that we would accept updates if anyone is still using them.
