Update of /annodex (new revision 907)

Added files:
   standards/cmml_2_1.dtd

Log Message:
Added "granulerate" attribute to "cmml" tag as it may need user specified granulerate, too.
Added "basetime" attribute which replaces the deprecated "timebase" attribute in version 3.
