Sorry, my mistake. I wasn't precise enough.
The resolution set in stone that fair-use images must be replaced
across all Wikimedia projects if a free version is not reasonably
impossible. (Or something like that.)
However, the resolution also mentions an Exemption Doctrine Policy
(EDP) sytem. The English Wikipedia has an EDP, which Matthew has
linked below.
So.... any thoughts on freedomdefined.org, anyone? :)
