[advocacy] Apache 1.3.28

I note in passing that Apache 1.3.28, released on Friday 18th, contains
the application/ogg mapping in it's default mime.types file.  This
version of Apache is principally a bug and security fix release.

The latest Apache 2.0 HTTP Server release is 2.0.47, released on
Thursday 10th.  This release *doesn't* contain the Ogg media type; my
guess is that it will appear in the next public release.
