Thank you for your query. I will try to answer as best I can.
In order to use the ISRC system a record producer needs to be issued
with a Registrant Code, which uniquely identifies them. Once this
has been issued they can then allocate ISRC to their tracks, both
new releases and back catalogue. It is recommended that all tracks
regardless of the format that they are released in are issued with
an ISRC. Registrant Codes are issued by National ISRC Agencies, and
where none exist in a given territory by the International ISRC
Agency (IFPI Secretariat) - for an up to date and alphabetical list
of all National ISRC Agencies please see the website, www.ifpi.org
clicking on ISRC and then Agencies. The system is open for all
producers regardless of their size.
There is no cost associated with being issued with a Registrant Code.
Your third question I'm afraid I cannot answer, as I am unfamiliar
with that particular system. However the manufacturers may well be
able to help you. Certainly in general an ISRC when presented
visually is structured like this: ISRC GB-XX1-02-00001; however when
it is encoded into an appropriate digital format it would look like
this: GBXX10200001

I'm looking into the feasibility of using ISRC with the Ogg Vorbis
digital music format (which supports the system). Could you tell me:
1. what is required to register as a 'legitimate' producer? Are small
producers allowed to join the scheme?
2. how much it costs to be part of the scheme?
3. which tools are required to generate ISRC codes and insert them
into Ogg Vorbis files? Are these tools free or proprietary?
