[advocacy] use in 'public' documents

an initiative that impressed me a couple years back was Scott
Manly's embarrasing of the UK Gov's use of propietary software
to publish 'public' documents.

Could this not be a major lever we could pull?

I note there is a 'Federal Open Source Conference' upcoming in
DC this October..
