[advocacy] 1.0 Release?

Maybe if you read the lists you'd be more up to date on what's been
happening.

Much progress has been made since RC2.  No one has stopped hacking.

We hope to do the RC3 release on Monday.  Bitrate management and quality
are the focuses I believe.  This week will be heavy testing and release
preparation.

1.0 isn't far away now.

Remember folks, the decoder is _done_.  And has been since RC1.  Since
most people only care about the state of the decoder, I see no reason to
hold back advocacy efforts.

Only the encoder is not full featured.
