Subject: [Ogg a11y] updated specification for itext / captions for HTML5

Hi all,

over the last few days I worked on an updated specification of the
originally proposed itext element which will allow us to include
captions and other types of time-aligned text with HTML5 audio and
video elements. I included all the feedback that I received from the
previous version and I think it has vastly improved.

I am curious about comments / things you like/dislike.
