[Ogg a11y] OggText SRT VorbisComments?

Should OggText use VorbisComments to record the origin of the
subtitles/captions?

Pros:
  - it gives us a simple and already specified way to record the
translated title, the name of the captioner, caption copyrights etc. I
can't see an existing way to do this with SRT
  - we already have tools to edit these (eg. oggz-comment)

Cons:
  - it's not necessary when more complex caption formats are used (but
it's probably harmless to include the packet in the bitstream)
