sorry for the late reply, there were some issues with the mailing list that took time to be noticed and resolved.
If I remember correctly there are some issues with file based fallbacks and buffering so you might be able to make it work by having an actual source client on the server stream the fallback to Icecast.
Also make sure your fallback is not total silence as it can also mess up buffering due to how efficiently silence is compressed.

At last I cannot find documentation for the fallback_override configuration option none,all,own.
